Love has no boundries, just legislation

Dantzel was looking at laws for getting a marriage license in Utah and found this interesting clause:

First cousins who are 65 years of age or older can marry without consent. First cousins who are 55 years of age or older will need to provide to the district court that they are incapable of reproduction before receiving consent to marry.


Now I'm wondering what kind of politician would even come up with that bill to push through Congress.
